Abstract
Environmental management failures persist across the globe, and Uganda is no exception because interventions typically address symptoms rather than root causes. This article argues that the missing link is environmental perception – how individuals, institutions and collectives sense, interpret, understand and act upon the environment. Drawing on the 4-Dimensional Environmental Framework (ecological-biological, socio-economic, socio-cultural and temporal), the article demonstrates that the environment is a unified living system whose dimensions are mutually inclusive, dynamically interactive and collectively constitutive of a whole that is greater than the sum of its parts. When environmental management focuses on only one dimension, the solutions selected become new wrongs, reflecting negatively across the other dimensions.
Using Uganda as a case study, the article contends that righting environmental wrongs requires a fundamental shift in perception – individual, institutional, and collective – grounded in the principle that “beyond scope does not exist; everything is connected to everything else.” The article proposes a holistic educational framework that integrates UNESCO’s four pillars of learning with critical thinking, AI partnership and the reinvention of Africa’s indigenous holistic educational traditions exemplified by Timbuktu, to produce environmental knowledge workers capable of perceiving and acting upon the whole environment.

Introduction: Problem of fragmented vision
Uganda’s environmental crisis is well documented. The country continues to grapple with severe forest degradation, having lost more than 1.2 million hectares of tree cover between 2001 and 2024 – approximately 15 per cent of its forest area. In 2024 alone, Uganda lost 31.9 thousand hectares of natural forest, releasing approximately 15.8 million tonnes of CO₂ into the atmosphere, with 97 per cent of this loss occurring within natural forests. Satellite monitoring indicates an annual loss of natural forest amounting to tens of thousands of hectares. The decline – largely driven by rapid population growth, agricultural expansion and heavy reliance on biomass fuel – has reduced national forest cover from 24 per cent to below 10 per cent.
Uganda generates more than 600 metric tonnes of plastic waste daily; shockingly, less than 40 per cent is properly collected and managed. Approximately 40 per cent of the resulting waste ends up in the environment, where it blocks drains, worsens urban flooding and pollutes soil and water. Lake Bunyonyi, one of Uganda’s most treasured water bodies, has suffered from alarming brownish discolouration, foul odour, oily film and white foam.
According to the Minister for State for Water and Environment, water quality tests confirmed critically low oxygen concentrations, threatening the lake’s ecosystem and its viability as a safe water source. The Shadow Minister for Water and Environment Christine Kaaya warned that “iron ore extraction in the Kigezi sub-region has caused extensive erosion, wetland destruction, and direct siltation into Lake Bunyonyi, posing a glaring time bomb to the ecosystem”.
These crises have a common thread: they are products of fragmented perception. Policymakers, lawmakers, developers and even some environmental managers perceive the environment in parts – as a resource to be extracted, a sink for waste, or a backdrop for economic activity – rather than as an integrated living system of which humanity is an integral part. This fragmented perception produces fragmented solutions, which in turn produce new wrongs.
The argument of this article is simple yet profound: environmental perception matters because how we perceive the environment determines how we treat it, and how we treat it determines whether we sustain or destroy it. To right the wrongs in environmental management, we must first perceive the environment rightly—in its fullness, interconnectedness, and dynamism.
2. Environment as a 4–dimensional living system
2.1 Conceptual foundations
The environment is not a passive backdrop to human activity; it is a living, dynamic, four-dimensional system. The 4-Dimensional Environmental Framework (4-DEF) proposed here comprises:
- Ecological-biological dimension: The biophysical reality of ecosystems, species, habitats, food chains, food webs, energy flows and mineral cycles. This is the dimension most commonly associated with “the environment” in conventional discourse.
- Socio-economic dimension: The systems of production, consumption, distribution, exchange, and livelihood that shape and are shaped by the ecological-biological dimension. Economic activities – agriculture, industry, mining, tourism, trade – are embedded in and dependent upon ecological systems.
- Socio-cultural dimension: The beliefs, values, norms, knowledge systems, practices, institutions, and identities through which human communities relate to their environment. This includes indigenous environmental knowledge, cultural taboos, religious beliefs, and communal governance systems.
- Temporal dimension: The dimension of time – past, present, and future – encompassing intergenerational equity, historical legacies of environmental change, the pace of ecological processes, and the urgency of environmental action. The temporal dimension reminds us that environmental management is always management for someone over time.
Each dimension constitutes 25 percent of the total environment. These percentages are not arithmetic but holistic: they signify that no dimension is peripheral or optional. The dimensions dynamically interact, are mutually inclusive, and are interconnected. A change in one dimension reverberates through the others.
2.2 Whole is greater than the sum of its parts
The principle that “the whole is greater than the sum of its parts” (holism) is foundational to understanding why environmental perception matters. When we focus on only one dimension of the environment, we see only parts. We may, for example, address water pollution (ecological-biological) without addressing the socio-economic drivers of pollution, the socio-cultural practices that normalise waste disposal, or the temporal dimension of cumulative contamination. The solutions selected will then turn out to be new wrongs, reflecting negatively in the other dimensions.
Consider Uganda’s experience with wetland management. Wetlands are drained for agriculture or settlement (addressing socio-economic needs), but this leads to biodiversity loss, reduced water purification, increased flooding, and loss of livelihood for communities dependent on wetland resources – new wrongs that compound the original problem. Integrated environmental management, grounded in the 4-DEF model, would require that wetland interventions be assessed across all four dimensions simultaneously.
2.3 Pollution across four dimensions
Environmental pollution and its consequences take place across all four dimensions of the environment, even if far more pronounced in one dimension. The ecological-biological dimension registers the immediate contamination of water, air, and soil. The socio-economic dimension registers the costs of pollution – healthcare expenses, lost productivity, reduced agricultural yields and diminished tourism revenue. The socio-cultural dimension registers the erosion of cultural practices dependent on clean environments, the loss of aesthetic and spiritual values and the social conflicts that arise from environmental degradation. The temporal dimension registers the cumulative and intergenerational impacts – pollution that persists for generations, climate change that compounds over decades, and biodiversity loss that is irreversible on human timescales.
A new mind-set is therefore needed, one captured by the principle: ‘Beyond scope does not exist. Everything is connected to everything else.’ This is not merely a slogan but an epistemological stance: any environmental assessment, policy or action that excludes any dimension of the environment is, by definition, incomplete and potentially harmful.
3. Environmental perception: Theory and practice
3.1 What is human perception?
Human perception is the process by which sensory information is detected, interpreted and given meaning. Originally developed by geographers and psychologists from the 1950s through the 1970s, environmental perception focuses on how people sense, mental process and act on patterns they perceive in space and time. In truth, there is no simple definition of environmental perception in that the two components of the concept – environment and perception – are anything but simple.
William Kirk introduced into geography a dual view of the environment: the phenomenal environment, which lies outside a person’s perceptions and the behavioural environment, which is the perceptual environment in which the phenomenal environment is given meaning through the senses, experiences, culture and values of the individual. David Lowenthal divided the universe of geographic study into three realms:
- The nature of the environment
- What we think and feel about the environment
- How we behave in the environment.
Humans perceive the environment through their senses: the hepatic (touch), olfactory (smell), auditory (hearing) and visual (sight). Each person perceives the environment within a personally developed “filter” that incorporates personal history and experiences that may also vary with mood, purpose and focus. The “filter” through which we perceive our environment is shaped through culture, custom, beliefs and desires.
Perception also means understanding. Environmental perception under this definition extends the scope of the concept from the act of sensing the environment to the understanding of the environment gained by integrating that which we sense. It also extends into the decisions and actions that people take based on that understanding. Environmental perception has developed as a field of geography incorporating both the perceptual and the cognitive processes in human relationships with the environment.
3.2 Human perception and environmental perception
Human perception is integral to environmental perception. Environmental perception is not a separate faculty but the application of human perceptual capacities to the environment. The distinction is important because it reminds us that environmental perception is always someone’s perception – shaped by that person’s biology, psychology, culture and social position.
Environmental perception can be analysed at multiple levels:
- Individual perception: How a particular person senses, interprets and responds to the environment. This is shaped by personal biography, education, sensory acuity and psychological disposition.
- Institutional perception: How organisations – government agencies, corporations, NGOs, schools – perceive the environment. Institutional perception is encoded in mandates, policies, procedures, budgets and organisational culture. It may diverge significantly from individual perceptions held by members of the institution.
- Collective perception: How communities, societies or cultures perceive the environment. Collective perception is embedded in language, tradition, myth, ritual and shared practices. It is often taken for granted, operating as common sense or cultural intuition.
3.3 Western philosophical legacy
Most environmental perception studies and writings reflect Western ecological philosophy, which casts Homo sapiens as separate from the environment and surrounded by it. This philosophy puts Man at the centre of the environment – a position of dominion, stewardship or management, but always a position outside nature looking at nature.
This anthropocentrism is ontologically mistaken. Humanity is integrated in environmental food chains and food webs, hence in the energy flows and mineral cycles of nature. We are not outside the environment; we are in it, of it and dependent upon it. The Western philosophical tradition, with its Cartesian dualism between mind and matter, subject and object, human and nature, has produced a perceptual framework that systematically misrecognises this integration.
The consequences are evident in environmental management: policies that treat “the environment” as an externality to be managed rather than a living system of which we are part; economic models that fail to account for ecological dependencies; educational systems that teach about nature rather than in and with nature.
3.4 African philosophy and relational environmental ethics
African philosophical traditions offer a powerful corrective. The philosophy of Ubuntu (in Southern Africa) or Unhu (in Zimbabwe) emphasises relationality, communality, interconnectedness and harmonious coexistence. Ubuntu is often summarised as “I am because we are” – a recognition that personhood is constituted through relationships with others.
Applied to the environment, Ubuntu implies that human wellbeing is inseparable from the wellbeing of the ecological community. As Chemhuru argues, Ubuntu can function as the basis for an environmental philosophy for Africa and elsewhere, with implications for ontological connectedness, communality, relationality, harmonious and intergenerational co-existence between different beings. Ultimately, Ubuntu can function as the basis for an environmental philosophy for Africa and elsewhere.
African communitarian philosophy and Ubuntu foster communitarian living, relational living, harmonious living, interrelatedness and interdependence between human beings and various aspects of nature. This is not a romanticised nostalgia but a robust philosophical position with practical implications for environmental governance, education, and action.
In ancient African societies, environmental perception was collective because the concept of the individual as separate from community did not exist in the same way it does today. Environmental perception was connected in one spectrum: environmental knowledge, environmental awareness, environmental concern, environmental wisdom, and environmental action—all designed to fit society, not individuals, in its environment, of which humanity as a whole is an integral component. Humanity was part of nature, not apart from it.
4. Perception-action spectrum
Environmental perception is not an end in itself; it is the foundation of a continuum that leads to action. The spectrum comprises:
4.1 Environmental knowledge
Knowledge is the factual and conceptual understanding of the environment – how ecosystems function, what threatens them, what sustains them. Knowledge is the raw material of perception, but it is not sufficient. As the Knowledge-Attitude-Behaviour (KAB) framework demonstrates, knowledge must be translated into attitudes and then into behaviour.
In Uganda, environmental knowledge exists but is unevenly distributed. Formal education provides some environmental content but it is often theoretical and disconnected from lived experience. Indigenous environmental knowledge, accumulated over generations, is frequently marginalised in formal curricula. The challenge is not simply producing more knowledge but producing knowledge that is perceived as relevant, urgent, and actionable.
4.2 Environmental awareness
Awareness is the conscious recognition of environmental conditions, issues and interconnections. Awareness bridges knowledge and concern: one can know about environmental degradation without being aware of its personal or community implications.
Uganda has made progress in environmental awareness through World Environment Day celebrations, community mobilisation and school engagements. However, awareness does not automatically translate into action. The awareness-action gap – where individuals are well informed and express strong concern but fail to act – is well documented. The pathway from awareness to action is complex, mediated by attitudes, norms, self-efficacy, intentions and perceived behavioural control.
4.3 Environmental concern
Concern is the emotional and ethical investment in environmental wellbeing – the sense that environmental degradation matters, that it is wrong, that it demands response. Concern is the motivational engine of environmental action.
Environmental concern is associated with higher acceptance of environmental policies. However, concern can be paralysing if not channelled into effective action. The challenge is to transform concern into agency.
4.4 Environmental wisdom
Wisdom is the capacity to discern what is truly good for the environment and for humanity in the long term, across all four dimensions. Wisdom integrates knowledge, awareness and concern with judgment, foresight and ethical commitment. Wisdom is the quality that prevents well-intentioned interventions from becoming new wrongs.
Environmental wisdom is rare because it requires perceiving the whole – the dynamic interactions across all four dimensions, the intergenerational consequences, the unintended side-effects. Wisdom is not merely intellectual; it is practical, embodied and cultivated through experience, reflection, and community deliberation.
4.5 Environmental action
Action is the ultimate purpose of environmental perception. Action encompasses policymaking, law-making, adjudication, community organising, technological innovation, behavioural change and everyday practices.
For action to right wrongs rather than create new ones, it must be grounded in holistic perception. Environmental policymakers, lawmakers and judges must be able to perceive the whole environment and its four dimensions. Environmental action must be integrated – pursued across all four dimensions simultaneously, with awareness of their dynamic interactions.

5. Uganda in perspective: Perception failures and their consequences
5.1 Institutional perception failures
Uganda’s environmental governance institutions – National Environment Management Authority (NEMA), the Ministry of Water and Environment, district local governments – operate within mandates and budgets that often reflect fragmented perception. Environmental regulations exist but are not fully operationalised due to resource and leadership constraints. Pollution control, waste management and land-use planning are addressed in silos rather than as interconnected challenges.
The case of Lake Bunyonyi illustrates institutional perception failure. Parliament has called for urgent interventions to save the lake following pollution concerns. The Shadow Minister for Water and Environment stated that “government interventions were inadequate and failed to confront the root causes of the lake’s degradation”.
The government’s rapid assessment was described as “shallow and reactive, failing to address years of neglect that let preventable anthropogenic activities push the lake to a tipping point.” The government has been accused of downplaying the impact of human activity, especially mining, poor waste management, and weak regulation. The debate over the lake’s pollution was deferred to incorporate broader parliamentary perspectives—an indication that even when a crisis is recognised, the institutional response is fragmented and delayed.
5.2 Economic perception failures
Economic development in Uganda is often pursued as if it were separate from environmental integrity. Industrialisation and urbanisation generate wastewater containing emerging contaminants. Plastic pollution escalates, with Uganda generating more than 600 tonnes of plastic waste daily. Vehicle emissions in Kampala have reached critical levels, with NEMA’s report warning that Uganda’s average concentrations are far above WHO’s safe levels for particulate matter.
These economic activities are not inherently wrong; they are wrong when pursued without holistic perception of their environmental consequences across all four dimensions. The socio-economic dimension cannot be optimised at the expense of the ecological-biological, socio-cultural and temporal dimensions.
5.3 Cultural perception failures
Uganda’s rich cultural heritage includes environmental knowledge, practices and taboos that have sustained communities for generations. However, modernisation, urbanisation and formal education have often marginalised this heritage. Indigenous environmental knowledges are devalued and learners are exposed to conflicting epistemologies – formal environmental education versus non-formal indigenous knowledge.
The loss of collective environmental perception – the sense that community and environment are interdependent – has been replaced by individualistic perception: what matters is my benefit, my convenience, my immediate need. This shift has profound consequences for environmental management.
5.4 Temporal perception failures
Perhaps the most consequential perception failure is temporal: the failure to perceive the environment across time – past, present, and future. Environmental management is dominated by short-term thinking: electoral cycles, budget cycles, quarterly reports. The temporal dimension – intergenerational equity, cumulative impacts, slow-onset crises – is systematically neglected.
Uganda’s deforestation, wetland degradation, and pollution are not sudden events but cumulative processes. The annual loss of natural forest amounting to tens of thousands of hectares represents a temporal crisis: the accumulated result of decisions made over decades, with consequences that will unfold over decades more. Yet the policy response remains reactive and short-term.
6. Transforming environmental perception: An educational agenda
6.1 Four pillars of education – and beyond
UNESCO’s four pillars of education – learning to know, learning to do, learning to live together, learning to be – provide a foundational framework. For environmental education, these pillars must be reinterpreted:
- Learning to know: Acquiring environmental knowledge across all four dimensions, understanding interconnections, and developing holistic perception.
- Learning to do: Developing skills for integrated environmental management – assessment, planning, implementation, monitoring, and adaptive management.
- Learning to live together: Cultivating collective environmental perception, community deliberation, and collaborative action. This is where Ubuntu philosophy is most relevant.
- Learning to be: becoming a holistic environmental knowledge worker, an aware citizen, a concerned citizen, a citizen of necessary wisdom, and an environmental actor –policymaker, lawmaker, or environmental justice adjudicator.
However, UNESCO’s four pillars are insufficient for the environmental challenges of the 21st century. We must add:
- Learning to be a critical thinker: capable of reasoning critically, producing critical alternative analyses, and carrying out critical comparative analyses in, on, and for the environment. Critical thinking is essential for identifying perception failures, questioning assumptions, and generating alternatives.
- Learning to use and adopt AI as a tool and partner: in building environmental knowledge production, environmental awareness, environmental concern, environmental wisdom, and environmental actions. AI can augment human perception – processing vast datasets, identifying patterns, modelling scenarios, and supporting decision-making. However, AI must be used critically, with awareness of its limitations and biases.
6.2 The 4-dimensional environmental framework in education
The 4-DEF provides a pedagogical framework for holistic environmental education:
- Ecological-biological education: Understanding ecosystems, biodiversity, energy flows, mineral cycles, and the biophysical basis of environmental management.
- Socio-economic education: Understanding the economic dimensions of environmental issues – valuation, externalities, incentives, livelihoods and sustainable development.
- Socio-Cultural Education: Understanding the cultural dimensions – beliefs, values, knowledge systems, practices, institutions, and the role of community in environmental governance.
- Temporal Education: Understanding time – ecological time, geological time, historical time, intergenerational time – and the imperative of long-term thinking.
These four dimensions must be taught not as separate subjects but as integrated aspects of a unified whole. Environmental education must be holistic: environmental knowledge, environmental awareness, environmental concern, environmental wisdom, and environmental action—interconnected and across the four dimensions.
6.3 New knowledge production systems
Holistic environmental perception requires new ways of producing knowledge. The traditional disciplinary structure of universities—biology here, economics there, sociology elsewhere—reproduces fragmented perception. What is needed are new knowledge production systems:
- Interdisciplinarity: Integrating insights from multiple disciplines to address environmental problems that transcend disciplinary boundaries.
- Crossdisciplinarity: Not merely integrating disciplines but crossing them, creating new frameworks that are not reducible to any single discipline.
- Transdisciplinarity: Going beyond academic disciplines to include non-academic knowledge – indigenous knowledge, community knowledge, practitioner knowledge.
- Extradisciplinarity: Going beyond knowledge production altogether to include action, practice and transformation.
6.4 New educational institutions
These new knowledge production systems require new educational institutions—or the transformation of existing ones:
- Interversity: An institution organised around interdisciplinary environmental studies.
- Crossversity: An institution organised around crossdisciplinary environmental frameworks.
- Transversity: An institution that integrates academic and community knowledge.
- Extraversity: An institution focused on environmental action and transformation.
6.5 Team science learning centres
Environmental problems are too complex for solitary scholarship. Team Science Learning Centres would bring together disciplinary, interdisciplinary, crossdisciplinary, transdisciplinary and extradisciplinary approaches in collaborative teams focused on specific environmental challenges.
6.6 Reinventing the Timbuktu experience
The African educational tradition, exemplified by Timbuktu, offers a model of holistic education that deserves reinvention. Timbuktu was not merely a centre of Islamic scholarship but a site of integrated learning where knowledge was not fragmented into disciplines. Education was holistic, integrating moral instruction, vocational competence, governance training and environmental knowledge.
The Timbuktu experience reminds us that holistic education is not a Western import but an African inheritance. Reinventing this tradition for the 21st century means creating educational institutions that produce graduates who can perceive the whole of the environment, not parts of it, and generate broader knowledge, awareness, concern, wisdom and actions to right the wrongs on and in the environment.
7. Conclusion: The Imperative of Holistic Perception
Environmental perception matters because how we perceive determines how we act, and how we act determines whether we sustain or destroy the environment that sustains us. The wrongs wrought on, in, and about the environment are, at their root, perception failures – failures to see the environment as a unified, four-dimensional living system; failures to see humanity as part of, not apart from, that system; failures to see across time; failures to see the interconnections that make the whole greater than the sum of its parts.
Righting these wrongs requires a fundamental transformation of perception – individual, institutional and collective. It requires educational systems that produce holistic environmental knowledge workers, not disciplinary specialists. It requires knowledge production systems that integrate academic and indigenous knowledge. It requires institutions that operate across dimensions, not in silos. It requires a new mind-set, captured by the principle: Beyond Scope does not exist. Everything is connected to everything else.
Uganda, with its rich environmental heritage and its pressing environmental crises, is a microcosm of the global challenge. The solutions to Uganda’s environmental problems will not be found in more of the same – more regulations that are not enforced, more projects that address symptoms, more education that reproduces fragmented perception. The solutions will be found in a fundamental shift: from seeing parts to seeing wholes; from managing nature to living in nature; from short-term extraction to intergenerational stewardship.
This shift begins with perception. It continues through knowledge, awareness, concern and wisdom. It culminates in action – action that is integrated, holistic and capable of righting the wrongs.
The environment is one, with four dimensions, and humanity is part and parcel of it. To perceive this is to begin the work of liberation – liberation of the environment from its wrongs and liberation of humanity from the illusion of separation.
